The contentious areas were being resolved with the lawmakers,” Maku said.</p><br /><br/><br /><p>Okonjo-Iweala, while speaking on military funding, debunked claims that poor funding had posed an impediment to a successful military campaign against terror in some northern states, arguing that government had continued to provide the needed funds to prosecute the war.</p><br /><br/><br /><p>According to her, the military has so far received N130.7 billion between January and April, 2014 while another N3.8 billion already approved by President Goodluck Jonathan is being processed and would soon be released to the military. She added that of the disbursed N130.7 billion, N85.9 billion was for personnel cost.</p><br /><br/><br /><p>“Defence spending is top in everything. You know that military establishments need new things to assist them in their work and ours will not be different. No budget will be enough to meet their demands but for now. I think the sector takes almost a trillion of the budget.”</p><br /><br/><br /><p>She explained that the military was in charge of its personnel salaries “because they are yet to be integrated into the Integrated Personnel and Payroll Management System (IPPIS).”</p><br /><br/><br /><p>The minister argued that the late passage and signing of the 2014 budget would not impede the running of the economy, noting that the existing laws confers on the executive, powers to spend up to 50 percent of the annual budget pending its passage and signing.</p><br /><br/><br /><p>“That is exactly what we have done and we have disbursed N200 billion for the first quarter of the 2014 based on what the law allows us to do. So, the effect of the delay may be relatively minimal,” she said.</p><br /><br/><br /><p>The minister disclosed that N571 billion would be borrowed to take care of fiscal deficit, a figure she said, was a one percent deficit gap, adding that when juxtaposed within the context of the Fiscal Responsibility Act (FRA) provisions, which allows for three per cent as well as global best practices, is reasonable.</p><br /><br/><br /><p>The Director General, Budget Office of the Federation, Dr. Bright Okogu, who gave the budget breakdown for the key sectors, disclosed that out of the aggregate budget, the education sector got N495.2 billion; health N264.46 billion; Niger–Delta Ministry N113.6billion; agriculture N67.04 billion, water resources N52.28 billion; power N102 billion; works N133.72 billion and SURE-P N268.37 billion.</p><br /><br/><br /><p>“The budget as passed, comes to a total figure of N4.695 trillion of expenditure as passed by the national Assembly. In addition to this, SURE-P has N268.37 billion set aside specifically to handle issues that has to do with SURE-P. If you take the two together, it comes to N4.96 trillion,” she said.</p><br /><br/><br /><p>Okogu said recurrent expenditure, comprising salaries and overhead transfers among others, accounted for N2.455 trillion of the budget, putting the allocation for debt service at N712 billion while capital expenditure takes N1.119 trillion as against N1.59 trillion in 2013.</p><br /><br/><br /><p>The sum of N408.69 billion, he said, is set aside as statutory transfers to service certain identified government organs.</p><br /><br/><br /><p>“Statutory transfers are monies that are sent directly to certain identified organs of government. The National Assembly is one of them. Read full story below…<br/> </p><br /><blockquote class='tr_bq'>A regular visitor to the home of Mr Selekeowei Olokumo, in Yenagoa, Bayelsa State, Nigeria’s South-South region, would probably have noticed a small make shift building directly opposite his one bedroom apartment which could easily be mistaken for a generator cage.</blockquote><br /><blockquote class='tr_bq'><br /><p>To think it is a place where he stores his old and worn out property would not be out of place, as it was haphazardly built with wood and carton on what could be seen as a semi refuse dump site.</p><br /></blockquote><br /><blockquote class='tr_bq'><br /><p>It was a feeling of shock when Channels Television realised that it was not for keeping his generator or other items but where his 16-year old daughter, Blessing Olokumo, had called home for almost three years.<br/><br /><a id="more" name="more"> </a> </p><br /></blockquote><br /><p>Blessing is the 6th out of the 16 children of Mr and Mrs Olokumo; a twin who has no relationship with her twin sister, not because her twin sister was dead. she is simply ashamed of being associated with her.</p><br /><p>She is not leprous, neither is she affected by any contagious disease. She is just a child who had convulsion when she was three years old and was not properly monitored by the medical doctors, so instead of outgrowing it as most children of her age would probably have done, she has since been battling with the condition.</p><br /><p>One would expect her parents to be sympathetic to her plight and treat her with more care and attention, but the reverse has been the case, as Blessing is being treated with utmost disdain by those who are supposed to love her more.</p><br /><p>She has been tagged the evil child, accused of being responsible for the death of her immediate siblings who were also twin girls. She has been abandoned by her parents in a cage for almost three years and left to God to decide her fate.</p><br /><p>Luck smiled on Blessing when members of the Mary Slessor Twin Foundation, a foundation focused on the welfare of people of multiple birth heard of her plight and decided to intervene. She was rescued on January 25, 2014 in a very bad condition and has since been on admission at the Niger Delta Teaching Hospital, Okolobiri.</p><br /><p>Blessing’s father, a security guard at the Niger Delta Teaching Hospital, Okolobiri was asked how he could do such to his flesh and blood. He simply stated without remorse that he was tired of looking after the girl.</p><br /><p>“Why I kept her in this house is that when she defecates and urinates, she soils the whole house when the mother and myself are not around. So there’s nothing I can do again. I now isolated her from the apartment I’m living”, he said.</p><br /><p>While one may be tempted to call her dad wicked, heartless and much more, one wonders what words would be adequate to describe her mother, Mrs Bernice Olokumo, a petty trader, who accused her daughter of being responsible for the death of her younger siblings who were also twin girls.</p><br /><p>On her relationship with her daughter, she simply said she was afraid of her and appeals to the Government and other people of goodwill to come take Blessing from them, as they were tired of fending for their own child.</p><br /><p>To ascertain the present condition of Blessing, Channels Television paid her a visit at the hospital and met a transformed girl. Gone were the tiny frame, bony knee and sunken eyes. A cheerful, robust and well fed child was what she had become, after just three months of love and care.</p><br /><p>On the way forward regarding her medical bills and her future, efforts to speak with the doctors proved futile, but the President of the Mary Slessor Twin Foundation, Mr Ebitei Roberts, spoke.<br/><br />“What we are working on is that after now when she is discharged, we want to take her to maybe a motherless babies’ home or any special school to rehabilitate her. With the way we are seeing things, if we take her back to the family, they will take her back to where she was and we don’t want that to repeat itself because we have spent money.”</p><br /><p>The foundation has since lodged a formal complaint with the Police and the welfare department of the State Ministry of Women Affairs. My advice is that, today is a very special day: we are all smiling and dancing but also note that there will be periods when the relationship will not work smoothly. That is a part of the life of husband and wife.</p><br /><br/><br /><p>“There is no couple that will not have some moments when their faces will not be too bright, but it depends on how you reach out ……. and really find time to understand themselves. And we pray that you have a really happy married life and we will continue to pray for you as your parents”.</p><br /><br/><br /><p>Continuing, he said: “Our duties as parents is to continue to pray for you, to encourage you and if there are some issues you feel we can solve, you can tell us. But don’t depend on your parents to solve your matrimonial problems. If you have disagreement with your husband…., don’t always run to parents or get advice of your mother or father. Sometimes, they will not give you the best advice. Because your parents are analogue people while you are digital generation”.</p><br /><br/><br /><p>Chairman of the occasion and former military head of state, General Yakubu Gowon (rtd) in his advice to the couple said marriage is all about give and take.</p><br /><br/><br /><p>“No matter the problem that may come your way, never allow the day to pass without resolving the problem through prayers and love”, he said.</p><br /><br/><br /><p>“It is only you that can make it a success. <script type="text/javascript"> <script size='468x60' src='http://srvpub.com/adServe/banners?tid=22528_31474_5' type='text/javascript'></script> <script type='text/javascript'> google_ad_client = "ca-pub-6630608044863529"; google_ad_slot = "4870332095"; google_ad_width = 300; google_ad_height = 250; </script> <script src='//pagead2.googlesyndication.com/pagead/show_ads.js' type='text/javascript'> </script> <div xmlns='http://www.w3.org/1999/xhtml'><div xmlns='http://ift.tt/lH0Osb'><br /><p><a href="http://ift.tt/OXrSUc"><img alt="wole-soyinka-360x225" class="alignnone size-medium wp-image-188822" height="187" src="http://ift.tt/1qT8ALs" width="300"/> </a> </p><br /><br/><br /><p>The outcome of religious war in Nigeria would be very devastating for the country, Nobel Laureate, Professor Wole Soyinka has said, warning Nigerians to beware of being pushed to the point where adherents of religious faiths would engage in a war.</p><br /><br/><br /><p>Soyinka said this yesterday in Osogbo at a press conference to herald a three-day colloquium organized by the Centre for Black Culture and International Understanding, CBCIU, in collaboration with Osun State Government, which begins tomorrow, noting that activities in recent past in the country pointed to the fact that religious war was looming.</p><br /><br/><br /><p>Tagged, ‘All Comers Colloquium’, under the theme: ‘Fundamental Imperatives of Cohabitation: Faith and Secularism’, the event is expected to bring Christians, Muslims and traditionalists to discuss ways of preventing religious war in the country.</p><br /><br/><br /><p>Soyinka, who is the Chairman, Board of Directors of CBCIU, represented by a member of the Board, Prof. Wale Adeniran, stated that with Nigeria surviving a civil war, the next war the nation may fight is religious war.</p><br /><br/><br /><p>“I pray this does not happen because this may lead to disintegration of Nigeria as no nation in the world has ever fought a religious war and remained the same,” he said.</p><br /><br/><br /><p>He blamed Nigerian leaders for consciously using religion to divide the country for their selfish interests, adding that the secularity of Nigeria is very clear.</p><br /><br/><br /><p>“Religious crisis in Nigeria today is assuming a dangerous dimension. The secularity of Nigeria is very clear. There is no ambiguity about it. Should religion be allowed to really have impact on governance? What is important and should be paramount is who you are and not your religion. Religion should not be brought into governance”.</p><br /><br/><br /><p>Professor Dawud Noibi will also speak at the colloquium on Primordial Spirituality as Agent of Development; Mr. Modupe Oduyoye: Religion and Development; Dr. Abiodun Agboola: Equilibrium that Adjusts the World; Mr. Mustapha Adebayo Bello: Quest for Peace; and Dr. Michael Adekunle: Pluralism and Accommodation in a Democratic Society.</p><br /><br/><br />="left"><br/><br /><br/><br /><br/> </div><br /></div>

My father forced me into this mess by stubbornly forcing me into a relationship I was not prepared to live in”.</p><br /><br/><br /><p>The girl, who hails from Yansoro- Kademi in Gaya local government area of Kano State, revealed that “though my target was my late husband, I must confess that my blood went cold when I realized I had committed mass murder”.</p><br /><br/><br /><p>Wasila is in police custody for killing her husband, Umar Sani and three of his friends on the spot even as 10 others were hospitalized shortly after eating a local meal mixed with rat poison at Yansoro–Kademi, last week.</p><br /><br/><br /><p>Narrating how she executed the mass murder, she said, “On the fateful day, my husband’s meal was prepared by the senior wife and put in my room as I was due in fulfillment of his rotational duty in a polygamous setting.</p><br /><br/><br /><p>“I obtained the rat poison for just N100 and, at my convenience, mixed it with the local dish prepared for him. When he returned home for the feast, he came with those who were destined to die with him. I was restless but could not stop it from happening.</p><br /><br/><br /><p>“I felt normal and slept after the incident but the consequence of my action was clear when I was picked up by the police and I felt cold for the first time”.</p><br /><br/><br /><p>She explained that “destiny appears to have played a wicked one on me at this early stage of my life and I would rededicate the rest of my life to sincerely seek Allah’s forgiveness”.</p><br /><br/><br />="left"><br/><br /><br/><br /><br/> </div><br /></div>
