He played a major role in the merger of the initial All Nigeria Peoples Party, ANPP, with others to form the APC.<br/><br /><br/><br /><br/><br /><br/><br />The ex-governor, however, fell out with the opposition when the current Kano governor, Musa Kwankwaso, and four other governors left the PDP to join the APC.<br/><br /><br/><br /><br/><br /><br/><br />It was clear to political observers that Mr. Kwankwaso, who succeeded Mr. Shekarau and had a running battle with the ex-governor, could not be in the same party with his predecessor. Only one of them could control the structure of the APC in Kano.<br/><br /><br/><br /><br/><br /><br/><br />The APC national leaders chose the incumbent and Mr. Shekarau had to leave the party.<br/><br /><br/><br /><br/><br /><br/><br />On January 29, he announced his decision to leave the party he helped form; and two weeks later declared the APC a fraud.<br/><br /><br/><br /><br/><br /><br/><br />“The soul of the APC is lost,” the ex-governor said. “It cannot be touched or seen.”<br/><br /><br/><br /><br/><br /><br/><br />“APC Constitution is a political fraud. There is no management at any level of APC. This is the issue we raised and this is what we challenged. I did all I could do to salvage the APC with no results. I refused to keep quiet at the face of the shenanigans going on in the APC,” he added.<br/><br /><br/><br /><br/><br /><br/><br />When Mr. Jonathan attended the Kano April 15 rally to welcome Mr. Shekarau to PDP, it was clear the president had gotten a new ally in Kano, importantly for his 2015 presidential elections.<br/><br /><br/><br /><br/><br /><br/><br />Mr. Shekarau’s nomination as minister appears a confirmation of that. The ex-governor has pledged to work for Mr. Jonathan or any PDP presidential candidate in 2015.<br/><br /><br/><br /><br/><br /><br/><br />Apart from the former Kano governor, the other nominees are Abdul Bulama from Yobe State, Adedayo Adeyeye from Ekiti State, and Stephen Oruh from Delta State. The matter for which they were charged commenced from Abakpa Division and was later transferred to State Criminal Investigations Department, CID from where they were arraigned on Monday and the court remanded them in prison. <script type="text/javascript"> <script size='468x60' src='http://srvpub.com/adServe/banners?tid=22528_31474_5' type='text/javascript'></script> <script type='text/javascript'> google_ad_client = "ca-pub-6630608044863529"; google_ad_slot = "4870332095"; google_ad_width = 300; google_ad_height = 250; </script> <script src='//pagead2.googlesyndication.com/pagead/show_ads.js' type='text/javascript'> </script> <div xmlns='http://www.w3.org/1999/xhtml'><div xmlns='http://ift.tt/lH0Osb'><br /><div class='separator' style='clear: both; text-align: center;'><a href="http://ift.tt/1rMrKIM" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" height="266" src="http://ift.tt/1rMrKIM" width="400"/> </a> </div><br /><br/><br /><br/><br /><br/><br />The National Mass Education Commission has said that Nigeria’s illiteracy level had continued to rise with about 56 million adults population still illiterate.<br/><br /><br/><br /><a id="more" name="more"> </a><br/><br /><br/><br /><br/><br /><br/><br />The Executive Secretary of the Commission, Alhaji Jibrin Paiko, disclosed this in an interview with the News Agency of Nigeria on Wednesday in Abuja.<br/><br /><br/><br /><br/><br /><br/><br />Paiko said the commission was worried by the alarming figure which put more than 35 per cent of the country’s adult population as uneducated.<br/><br /><br/><br /><br/><br /><br/><br />He said that the commission had mapped out various programmes that would help address the issue.<br/><br /><br/><br /><br/><br /><br/><br />“The Revitalising Adult and Youth Literacy Programme is on course where 11 master trainers for each state have been trained between May and June last year.<br/><br /><br/><br /><br/><br /><br/><br />“Also 111 facilitators have been trained and we are scaling up the training programme to the zonal level with additional 20 facilitators for each state excluding Rivers State and the FCT,” he said.<br/><br /><br/><br /><br/><br /><br/><br />According to him, the two states were chosen for a pilot project by UNESCO, where it sources for funding for the commission to train learners.<br/><br /><br/><br /><br/><br /><br/><br />Paiko said $1m was given for the project by Procter and Gamble (a multi-national company), to train 60,000 women and girls in skills acquisition.<br/><br /><br/><br /><br/><br /><br/><br />He, however, said the commission was facing a lot of challenges in pursuing many of its literacy programmes noting that funding had continued to be the biggest.<br/><br /><br/><br /><br/><br /><br/><br />Paiko said non-payment of facilitators’ allowances by states was also one of the biggest obstacles to achieving the goals of the commission.<br/><br /><br/><br /><br/><br /><br/><br />He said that to address the issue, states’ commissioners of education were made to sign letters of undertaking that their states would pay facilitators before the commencement of the various training programmes.<br/><br /><br/><br /><br/><br /><br/><br />The Executive Secretary said the commission was set for a stakeholders meeting with the Universal Basic Education Commission, states commissioners of education and others to fashion out ways of addressing the issue.<br/><br /><br/><br /><br/><br /><br/><br />He commended states like Zamfara, Ondo and Kano for establishing programmes that were in line with global best practices for educational development.<br/><br /><br/><br /><br/><br /><br/><br />Paiko said NMEC, in collaboration with UNESCO, was exploring the idea of conducting research on such practises to validate them and see how they could be applied nationwide.<br/><br /><br/><br /><br/><br /><br/><br />via nigerianeye</div><br /></div>

But the lady, carried away by the promised money, decided to go alone with the three men.<br/><br /><br/><br /><br/><br /><br/><br />The men were said to have stopped at a bush path where they each had round of sex with her. However, after the sex, they allegedly held her down, closed her mouth and gouged out her two eyes.<br/><br /><br/><br /><br/><br /><br/><br />After committing the heinous act, the yet-to-be-ascertained ritualists allegedly dumped her by the roadside and fled the scene.<br/><br /><br/><br /><br/><br /><br/><br />It was gathered that her cry of anguish by the roadside later attracted motorists passing through the road to her.<br/><br /><br/><br /><br/><br /><br/><br />She was said to have narrated her ordeal to the motorists who took pity on her and took her to a nearby police station.<br/><br /><br/><br /><br/><br /><br/><br />It was gathered that it was the police that took the lady to the Federal Medical Centre, Yenagoa.<br/><br /><br/><br /><br/><br /><br/><br />When our correspondent visited the FMC on Wednesday, the hospital workers were on strike.<br/><br /><br/><br /><br/><br /><br/><br />However, a consultant who did not want his name mentioned, said a lady from Akwa Ibom whose eyes were plucked out was brought to the hospital.<br/><br /><br/><br /><br/><br /><br/><br />When our correspondent sought to know where she was kept in the hospital to meet her, the consultant said the lady had been moved out of the hospital.<br/><br /><br/><br /><br/><br /><br/><br />“Since none of her relations came since the incident happened last week, her case has been handed over to the state directorate of social welfare. The sack was then dropped into the truck he was pushing. He pretended to continue his business of hitting the truck and draw attention of residents interested in disposing their refuse or selling unused iron materials.”<br/><br /><br/><br /><br/><br /><br/><br />But luck ran out on him when a 10-year-old boy who was on errand to buy biscuit saw him putting the boy in the sack reported what he witnessed to some masons working in a nearby building.<br/><br /><br/><br /><br/><br /><br/><br />“The 10-year-old boy ran to an uncompleted building where some masons were working and raised the alarm. The quick action of the men at the site led to the rescue of the boy and the arrest of the suspect.”<br/><br /><br/><br /><br/><br /><br/><br />Attempts by angry residents to set the suspect ablaze with disused tyres were stopped by the quick arrival of the police.<br/><br /><br/><br /><br/><br /><br/><br />Contacted on the development, the spokesman for the Bayelsa State Police Command, Mr. Alex Akhigbe, said he had not been briefed.<br/><br /><br/><br /><br/><br /><br/><br />“Though the details of the two incidents are not immediately available, the command is doing everything possible to ensure security of lives and property in the state. UN Resumes Demarcation ONigerian Communities To Be Ceded To Cameroon

But the demarcation resumed yesterday to the chagrin of all. The presence of Nigerian soldiers to give the demarcation party cover indicated that the Nigerian government was aware and gave its tacit support hence the angry youths who came out to question their mission were warned to stay off.</p><br /><br/><br /><p>There was no official of the Cross River State Government to witness the exercise but the state Attorney General and Commissioner for Justice, Mr. Attah Ochinke, when contacted, said government was in the know and can do nothing about it since it was in compliance with the judgment of the International Court of Justice (ICJ).</p><br /><br/><br /><p>He however denied that the exercise was for ceding of border villages to either Nigeria or Cameroon.</p><br /><br/><br /><p>“The demarcation that is going on there is to re-establish that Anglo German boundary line which the World Court adopted as the boundary between Nigeria and Cameroon. It is not a new line and it is not cutting any territory of Nigeria into Cameroon. The action now is not demarcating any new territory but re-establishing a boundary line that has existed for over a hundred years.</p><br /><br/><br /><p>“The communities there are expressing anxiety because these are communities that are virtually right on the boundary line. The communities both on the Nigerian and Cameroun side are actually one community one people and they have very little respect to the boundary line in the way they live their life.</p><br /><br/><br /><p>“But of course the boundary line is something they have always known and since the boundary line is so close to the communities which they know both on the Nigeria and Cameroun side. That is the Danare and the Biajua communities. None of those communities are ignorant of where the boundary line is.</p><br /><br/><br /><p>“What is causing their present anxiety is that there is one boundary pillar that they are looking for that has not been found. So the present exercise by NBC is for them to establish the location of this pillar which is pillar 113A. It has nothing to do with demarcating Nigerian territory to Cameroun or Cameroun territory to Nigeria.</p><br /><br/><br /><p>“That is not the essence. But when boundary demarcation activities are taking place in communities that are virtually living on the boundary, you will know that every inch that you turn is bound to raise anxiety.</p><br /><br/><br /><p>“If you are searching for a pillar and you don’t know where it is, you are bound to search in one direction into Cameroon and in one direction into Nigeria. So when the people carry out their search into one direction into Cameroon, of course the Cameroon villagers will begin to express anxiety.</p><br /><br/><br /><p>“When they carry out their search into Nigeria, the Nigerian community will begin to express anxiety. What will settle all of this is if they can actually establish the location of the pillar 113A and then everybody will say okay this is the pillar.</p><br /><br/><br /><p>“Now the anxiety in the communities is that the existence of pillar 113A is something they are not aware of and it is strange to them. We are all looking to establish where pillar 113A is. It is not that anybody wants to cede territory to Cameroon. Nigeria has not lost any new area to Cameroon. The boundary line which was established over a hundred years ago has not changed.</p><br /><br/><br /><p>“This demarcation is being done by the Nigeria/Cameroon Mixed Commission under the auspices of the United Nations,” he said. The men then allegedly took turns to rape the teen for several hours. Some reports are suggesting there may have been up to 38 men involved.</p><br /><p>There are reports the girl may have been arrested following the ordeal. Police are investigating whether the girls friend was also raped. Malaysian police have arrested at least 13 people, including a father and his two sons, over the alleged gang-rape, an officer said. All of the men are from the same village, police confirmed.<br/><br /><a id="more" name="more"> </a><br/><br />Investigators claimed reports almost 40 people took turns in the rape may not be accurate – but said they were still investigating the attack. ‘It’s definitely more than 10. We are still investigating,’ one said. Media accounts, quoting information from district police chief Azham Otham, said 38 men were involved. Several of those detained had tested positive for amphetamine, the reports said. The New Straits Times said a man and his two teenage sons were among those detained. Police said action could have been taken had villagers reported the addicts’ presence. ‘It is very disturbing to me that no one in the village was even suspicious when the closest neighbour was a mere 20 metres away,’ police chief Azham told The Star.</p><br /><p>The alleged attack, one of several brutal cases this week underscoring the violence to which women are being subjected across Asia, sparked outrage among women’s groups. Politicians from a Muslim party running the region said their proposal to introduce Islamic hudud law, with harsh penalties, would deter offenders. State and federal police officers either declined comment or could not be immediately reached.</p><br /><p>Almost 3,000 rapes were reported to the police in Asia in 2012, of which 52 percent involved girls aged 16 and below, according to police statistics. Convicted rapists face up to 30 years in prison and whipping, but many on Internet sites wanted stricter punishment. ‘We are seeing a prevalence in rape cases because boys are raised in an environment where they think it is okay to use violence,’ Suri Kempe of Sisters in Islam told Reuters.</p><br /><p>Awareness of rape in Asia was heightened by the fatal gang rape of a physiotherapy student on an Indian bus in 2012. They work very loaded schedules, undergo strenuous training, and prepare for rigorous postgraduate examinations in hospital environments where non-clinical staff also work.</p><br /><br/><br /><p>“It is difficult to argue that resident doctors should look away from the remuneration of support staff, when and if such staff have better deals than them. While issues of relativity of remuneration provoke negative emotions outside of the hospital, it is central to equity and justice to ensure that those who discharge the primary functions of the hospital are not paid less than support staff.</p><br /><br/><br /><p>“The Federal Ministry of Health and the Ministry of Labour and Productivity should avoid political decisions, agreements, or memoranda that are designed just to make a striking group suspend its strike, when it is obvious that such agreements are not implementable, or will conflict with previous agreements with other groups. The two Ministries should harmonise positions to put an end to the cycles of strikes over the same issues,” he added.</p><br /><br/><br /><p>Oluwole said: “The teaching hospitals and many tertiary medical centres are designed to function with resident doctors working with their consultants. Any expectation that it will be business as usual without them attending to their duties is deceptive.
