Long queues was seen in all the petrol stations across the FCT irrespective of whether fuel is being dispensed or not.<br/><br /><br/><br /><br/><br /><br/><br />Total and Conoil petrol stations, opposite the Nigerian National Petroleum Corporation, though selling, was besieged by motorists, who spent several hours before they could purchase the product.<br/><br /><br/><br />Almost all the petrol stations along the Kubwa Expressway: MRS, Oando, Mobil among others, were selling, but large number of motorists were seen struggling to gain access to the station.<br/><br /><br/><br /><br/><br /><br/><br />Oando petrol station at Zone 4 and Total at Area 11, opposite the headquarters of the Nigerian Police, were besieged by motorists causing gridlock on the adjoining roads.<br/><br /><br/><br /><br/><br /><br/><br />Long queues of motorists were seen at NNPC, Conoil and MRS petrol stations along the Airport Road.<br/><br /><br/><br /><br/><br /><br/><br />Some of the motorists revealed that the scarcity started weekend, with slight queues in some petrol stations in the FCT.<br/><br /><br/><br /><br/><br /><br/><br />In Lagos, investigation showed that the numerous filling stations from Ojodu-Berger towards Oworonshoki end of Lagos-Ibadan expressway were closed, while motorists queued in some others that were open in anticipation of getting the product.<br/><br /><br/><br /><br/><br /><br/><br />However, filling stations mainly at Ajegunle, Festac, Kirikiri and Apapa, were seen selling fuel at the regulated price of N87 per liter yesterday as at the time of filing this report.<br/><br /><br/><br /><br/><br /><br/><br />This has not affected transportation, neither have fares been increased.<br/><br /><br/><br /><br/><br /><br/><br />Reacting to the return of queues at the petrol station, Mr. Mohammed Saidu, Head, Public Affairs, DPR, Abuja office, disclosed that there was a slight decline in the lifting of Premium Motor Spirit, PMS, from the Suleja depot by oil marketers in the FCT and environs.<br/><br /><br/><br /><br/><br /><br/><br />via nigerianeye</div><br /></div>

He, therefore, warned observers to understand electoral laws properly before going to the field.<br/><br /><br/><br /><br/><br /><br/><br />He said, “An election monitor is an integral part of the election management structure and has a role in the administration of the election. In Nigeria, only INEC and its duly authorised personnel are empowered to monitor elections. An observer on the other hand does not have any role in the administration of the election nor any control or oversight functions.<br/><br /><br/><br /><br/><br /><br/><br />“An election monitor exercises some level of lawful authority over the conduct of elections as well as over officials involved; an observer has no such powers. In Nigeria, a monitor must be duly authorised personnel of the INEC; an observer is independent and reports only to his or her organisation.<br/><br /><br/><br /><br/><br /><br/><br />“A monitor can issue instructions and take decisions on behalf of INEC and to that extent would ordinarily possess a greater technical knowledge of the election process than an observer. To enable them fulfil their functions effectively, INEC is responsible for training election monitors on election administration. The training of election observers is the responsibility of the organisations that deploy them.<br/><br /><br/><br /><br/><br /><br/><br />“The roles, powers and functions of monitors are created and regulated and the authority so exercised is clearly spelt out. It is important to clarify these because observers in the past sometimes overreach the limits of our conception of observation, which often results in tension and disagreements.”<br/><br /><br/><br /><br/><br /><br/><br />Jega said the last six weeks had given INEC the opportunity to put its house in order and expected things to go smoothly on election day.<br/><br /><br/><br /><br/><br /><br/><br />The INEC boss urged the observers to ensure that their reports are based on evidence and not hearsay<br/><br /><br/><br /><br/><br /><br/><br />Jega said, “In their conduct, observers are expected to declare any conflict of interest, be impartial and unobtrusive, ensure that their reports and conclusions are evidence-based, eschew prejudgment of the process, always carry proper identification, be careful about comments in the media, be prudent in receiving gifts and favours and avoid involvement in disputes.”<br/><br /><br/><br /><br/><br /><br/><br />via nigerianeye</div><br /></div>

We were walking on the walkway and saw the rams in front of us but not knowing what was on their mind. Immediately they sighted us coming, one of them rushed and hit me several times with its horns. Immediately, I fell but as I was struggling to get up, the second ram joined the first to attack me. Thank God that some people came and saved me from untimely death in the hands of these “mad rams.”<br/><br /><br/><br /><br/><br /><br/><br />Residents who do not want their names in print described the rams as “too notorious and always ready to attack people at sight. “We have complained several times to the owner of the rams to tame them but to no avail. The animals are always roaming the streets and daring people,” they said.<br/><br /><br/><br />She said the owner of the animals had gone into hiding since the attack without offering any form of assistance to her.<br/><br /><br/><br /><br/><br /><br/><br />The director of the Tradomedical Clinic, Chief Ezekiel Ogunjemilusi, said Iya Oyo was brought to his clinic with fractures on two sides of her right leg noting that the injury will take few weeks to heal.<br/><br /><br/><br /><br/><br /><br/><br />Though there was no official statement, a highly placed police officer at the Area command confirmed the attack.<br/><br /><br/><br /><br/><br /><br/><br />via nigerianeye</div><br /></div>
