And the commission has decided to hold a supplementary election on Saturday, April 18, 2015 in 22 poling units affected by the disturbance. These polling units include one in Obada registration area, 11 polling units in Iye I, four polling units in Iye III, three polling units in Iludun I and three polling units in Iludun II, making a total of 22 polling units.”<br/><br /><br/><br /><br/><br /><br/><br />The ruling Peoples Democratic Party had won 25 seats already declared in the 25 state constituencies across 15 Local Government Areas in the state. The then 16-year-old victim, known by the pseudonym Liz, was reportedly attacked, beaten and then raped by six men as she returned from her grandfather’s funeral in western Kenya in June 2013.<br/><br /><br/><br /><br/><br /><br/><br /><a id="more" name="more"> </a><br/><br /><br/><br /><br/><br /><br/><br />The gang dumped her, bleeding and unconscious, in a deep sewage ditch.<br/><br /><br/><br /><br/><br /><br/><br />She suffered a broken back, caused either by the beating or by being hurled down into the pit, as well as serious internal injuries from the rape.<br/><br /><br/><br /><br/><br /><br/><br />“The fact that Liz’s case took so long to reach this point — and still faced serious obstacles despite strong national and global support — illustrates the injustices that are still suffered by survivors,” Brown added.<br/><br /><br/><br /><br/><br /><br/><br />“While Kenya boasts one of the most progressive legal and policy frameworks for addressing sexual violence, Liz’s case and countless others have revealed significant failures of local authorities to adequately address sexual violence.”<br/><br /><br/><br /><br/><br /><br/><br />- Scale of rape ‘astounding’ -<br/><br /><br/><br /><br/><br /><br/><br />The case made global headlines after it emerged that three of the alleged rapists whom Liz identified were ordered by police to cut grass around the police station as punishment. Other suspects are on the run, with the public prosecutor ordering they be “apprehended and brought to justice without further delay”, although it has been a more than a year since arrest warrants were issued.<br/><br /><br/><br /><br/><br /><br/><br />Sentencing had been set for last Friday but was delayed after one of the men skipped bail and failed to turn up, but police arrested him over the weekend. Rape is a serious problem in Kenya but is seldom taken seriously by the police, rights groups say. “The sheer scale of sexual violence in schools, communities and its general acceptability in society is astounding,” Brown added.<br/><br /><br/><br /><br/><br /><br/><br />At the time, then police chief David Kimaiyo cast doubt on Liz’s testimony, saying the time between her screams for help and villagers coming to her rescue was “too short for six assailants to have gang raped. <div xmlns='http://www.w3.org/1999/xhtml'><div xmlns='http://ift.tt/lH0Osb'><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><img src="http://ift.tt/1BzzyiQ"/> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>The Peoples Democratic Party Presidential Campaign Organisation has challenged the Independent National Electoral Commission, INEC, to address the issues surrounding the certificate of the presidential candidate of the All Progressives Congress [APC] Muhammadu Buhari, or face a vote of no-confidence from the party.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'> </div><br /><br/><br /><a id="more" name="more"> </a>The briefing, he said, was to raise issues that played up on the certificate of Mr. Buhari, adding that Mr. Buhari had made a shocking and belated disclosure on January 27 that INEC had his documents without being specific about the documents he was referring to.<span style='font-family: Arial, Helvetica, sans-serif;'>Femi Fani-Kayode, Director, Directorate of Media and Publicity of the organisation, said this at a press briefing on Wednesday in Abuja.</span><br/><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>This, he said, was yet another “squalid attempt to give Nigerians the impression that INEC has his certificate.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>“If this is true, it represents a somersault from his original position which was that INEC has his affidavit and it once again reveals Gen. Buhari for what he is.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>“With this latest antic, Gen. Buhari is obviously trying to smuggle a newly acquired certificate into INEC through the backdoor.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>“If this is true and if INEC allows such a thing to happen, it would put a serious question mark on its impartiality and credibility.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>“It would mean that it has collected his newly-acquired certificate, 40 days outside the stipulation of the Law”.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>Mr. Fani-Kayode said that Mr. Buhari had also referred Nigerians to INEC’s Legal Adviser on the issue, adding that the same legal adviser had earlier in response to numerous inquiries in December 2014, told journalists that INEC had published all that the presidential candidates submitted.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>He had said that in the case of Mr. Buhari, FORM CF001 (no certificate attached) and affidavit which was a court paper and not personal document was submitted.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>Mr. Fani-Kayode, therefore, wondered at what point the affidavit transmited into additional documents or when additional documents were provided to INEC in line with the law.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>“The electoral body must come clean on this matter; otherwise we will be compelled to pass a no-confidence vote on it.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>“If INEC is complicit in the desperate and despicable attempt to extricate Gen. Buhari, without compliance with the provisions of the law, from this lingering embarrassment, we will have no other choice than to harbour the suspicion and fear that the electoral body is already compromised and can lend itself to the ungodly agenda of truncating our victory when our candidate wins”, said Mr. Fani-Kayode.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>He, however, urged the election observers to keep watch of the unfolding events regarding Mr. Buhari’s qualification or otherwise, stressing it was about obeying the rule of law and not about protecting the political interest of an individual.</span> </div><br /><br/><br /><div style='background-color: white; border: 0px none; line-height: 19.5px; list-style: none; outline: none; padding: 1em 0px;'><span style='font-family: Arial, Helvetica, sans-serif;'>This, he said, was especially so since a free, fair and credible election was not about the day of voting alone, but also the processes leading up to the elections.</span> </div><br /><br/><br /><br/><br /><br/><br /><br/><br /><br/><br />via nigerianeye</div><br /></div>
