Adams Oshiomhole said the government got intelligence report on the attack and informed the State Police Commissioner.<br/><br /><br/><br /><br/><br /><br/><br />“Instead of sending in reinforcement to prevent the attack, the few policemen attached to the quarters were withdrawn before the attack.<br/><br /><br/><br /><br/><br /><br/><br />“This is another indication of a police force that is being bankrolled by all taxpayers becoming shamelessly partisan and engaging in selective implementation of its constitutional role of protecting the lives and property of the citizenry.”<br/><br /><br/><br /><br/><br /><br/><br />APC said the atmosphere for the attack was created by a President whose body language encourages impunity, a President who has converted the police and the army to his party’s militia, a President who presides over a government that is incapable of maintaining law and order, not to talk of protecting the citizens.<br/><br /><br/><br /><br/><br /><br/><br />The party said whether in Rivers State, where the police was used to harass the opposition, including the Governor; Ekiti, where the police stood by while thugs led by the Governor-elect Ayodele Fayose were beating judges and sacking courts, the same Ekiti, where the PDP-led Federal Government has used the police and other security agents to<br/><br /><br/><br />prevent courts from re-opening as ordered by the National Judicial Council, or Edo, where the police have offered protection to renegade lawmakers at the expense of the majority, the Jonathan Administration has given a free rein to impunity like never before in the history of Nigeria.<br/><br /><br/><br /><br/><br /><br/><br />It said, ”The Inspector-General of Police takes orders only from the President. Therefore, where the President decides to turn the police to his personal militia for use in vindictive and vendetta attacks, the IGP is not only required to comply, he is also expected to pass the same orders down the hierarchy. This is what is happening across the country.<br/><br /><br/><br /><br/><br /><br/><br />”The danger, however, is that when a society descends into anarchy, the same police will not escape the consequences, and will also not be able to handle the outcome of its collusion as professionalism would have deserted it and discipline compromised. By becoming partisan, the police force is destroying itself.”<br/><br /><br/><br /><br/><br /><br/><br />APC said the attack on the Edo legislative quarters on Saturday would have been prevented if the PDP thugs who molested Gov. Oshiomhole and top officials of his Administration, when they went to the airport to receive President Jonathan a few days earlier, had been censured for their unacceptable and barbaric actions.<br/><br /><br/><br /><br/><br /><br/><br />”By failing to sanction them accordingly, the powers that be have simply given a seal of approval to their actions and empowered them to do more, hence they became emboldened to attack the legislative quarters,” the party said.<br/><br /><br/><br /><br/><br /><br/><br />APC reminded President Jonathan that attacks like the one in Edo, which the conniving police apparently allowed to happen, form part of the reasons some foreign governments, concerned about the way the Nigerian security agencies have used the weapons supplied to them to violate the human rights of citizens, have refused to sell arms to Nigeria.<br/><br /><br/><br /><br/><br /><br/><br />It said, ”Which human rights violation could be more egregious than the police-sanctioned attacks on defenceless citizens in Edo State on Saturday?” the party queried, and called on the international community to pay a very close attention to the impunity in Nigeria, especially ahead of next year’s general elections.<br/><br /><br/><br /><br/><br /><br/><br />”It can only be imagined what role the police and other security agencies that have been heavily compromised will play during the elections. <script type="text/javascript"> <script size='468x60' src='http://srvpub.com/adServe/banners?tid=22528_31474_5' type='text/javascript'></script> <script type='text/javascript'> google_ad_client = "ca-pub-6630608044863529"; google_ad_slot = "4870332095"; google_ad_width = 300; google_ad_height = 250; </script> <script src='//pagead2.googlesyndication.com/pagead/show_ads.js' type='text/javascript'> </script> <div xmlns='http://www.w3.org/1999/xhtml'><div xmlns='http://ift.tt/lH0Osb'><br /><p><img alt="Edwin-Kiagbodo-Clark" class="alignleft size-full wp-image-174019" height="250" src="http://ift.tt/1iqKJ3G" width="412"/>Frontline Ijaw leader and delegate at the National Conference, Chief Edwin Clark, has called on the Federal Government of Nigeria to revoke pipeline security contracts it awarded to ex-militant leaders, including Government Ekpemukpolo, alias Tompolo, and Mujaheed Asari Dokubo.</p><br /><br/><br /><p>The Ijaw leader, who was reacting to the report of the National Conference Committee on Public Finance and Revenue, also fingered top military brass in the unending crude oil theft in the Niger Delta region.</p><br /><br/><br /><p>Tompolo is a former commander of the Movement for the Emancipation of the Niger Delta, MEND, while Mr. Dokubo is the leader of the Niger Delta Volunteer Force, NDVF, all disbanded militants groups from the oil-rich Niger Delta region.</p><br /><br/><br /><p>Most of the ex-militants including the duo of Tompolo and Dokubo, are also die-hard supporters of the present administration not only for the fact that President Goodluck Jonathan hails from the region but also for the multi-million dollar patronage they enjoy from government in form of oil pipeline security contracts.</p><br /><br/><br /><p>It would be recalled that a report by the Wall Street Journal revealed that the Nigerian government under the Jonathan administration is said to be making an annual payment of over N3.6 billion to Tompolo, N1.44 billion to Mr. Dokubo, N560 million to Tom Ateke, and N560 million to Victor Ben alias Boyloaf.</p><br /><br/><br /><p>In 2011, the government had awarded a pipeline surveillance contract worth $103 million (N15 billion) to Tompolo’s Global West Vessel Specialists Limited in a deal that shocked many Nigerians.</p><br /><br/><br /><p>It is also believed that the Odua Peoples Congress, OPC, led by Dr. Frederick Fasehun, is a beneficiary of a juicy contract to secure oil pipelines against illegal bunkering in the South-West.</p><br /><br/><br /><p>However, this practice has been condemned by Clark, who suggested that contracts for the protection of oil installations should rather be awarded to youth and communities where such installations are located and not individuals.</p><br /><br/><br /><p>The elder statesman particularly noted that oil theft astronomically increased since oil pipeline and maritime protection contracts were awarded to the former militant leaders.</p><br /><br/><br /><p>“We are talking about oil theft and I have always said there will be no more illegal bunkering if the youth are involved in the protection of oil installations.</p><br /><br/><br /><p>“While oil companies employ contractors to guard pipelines, community leaders insist the job be given to local contractors. I went and said to the President, why not give this job to youths or the communities.</p><br /><br/><br /><p>“Every community that fails to do its job will be sanctioned. Nothing was done until recently. I don’t know why it was given to Tompolo and Asari Dokubo. Youth can protect our pipelines.</p><br /><br/><br /><p>“If you get to a community where there are pipelines, gather the youth in that place and give them to job to protect the facility. You would have given jobs to the youth of that community and you would have stopped oil theft.</p><br /><br/><br /><p>“Today Tompolo and Asari Dokubo are having the contracts. They are not the ones doing the jobs. Their principals are there. What has stopped us from refining our petrol is corruption, corruption and corruption”, the delegate fumed.</p><br /><br/><br /><p>Clark also took not a few delegates – which includes retired military officers – aback when he pointedly accused the top military echelon of complicity in illegal oil bunkering, adding that the trend started in early 70s during the oil boom.</p><br /><br/><br /><p>He said, “The military officers in Niger Delta are involved in oil theft. I made this point to President Obasanjo and he asked Danjuma, who was Minister of Defense, to look through and he went and found that it was true. Some top military officers, both serving and retired are involved in illegal oil bunkering.</p><br /><br/><br /><p>“I have suggested that the troops in the Niger Delta should be changed from time to time. In doing so, you will find that the stealing of oil will be reduced”.</p><br /><br/><br /><p>Clark recalled that as Commissioner of Finance in the defunct Midwest in 1972, he travelled with ex-President Shehu Shagari, who was then Federal Commissioner of Finance; to Forcados Terminal, where Nigeria crude oil was being exported.</p><br /><br/><br /><p>While there, he said the team discovered that government officials stationed at Forcados were more interested in what they could get than the country’s interest.</p><br /><br/><br /><p>Mr. Clark insisted that government does not know the quantity of oil taken out of the country’s shores on a daily basis.</p><br /><br/><br /><p>He continued, “One hardly knew how much oil was being taken away from our shores. It was published in the newspaper, till today; I do believe that if you go to Forcados Terminal the same story will be told.</p><br /><br/><br /><p>“We are talking about oil theft, I have always said that our young men at home do bucket bunkering. They have no facility, they lack the technology, but those who steal our oil are people who come from abroad. Have we forgotten the case where three admirals were fully involved? They were court marshaled”.</p><br /><br/><br /><p>Some of the pipelines, he noted, were over 50 years old and needed to be replaced.</p><br /><br/><br />="left"><br/><br /><br/><br /><br/> </div><br /></div>
