The government plans to cede the construction of road projects to the private sector in 2019. These facts were disclosed by the Minister of Information, Mr Labaran Maku at the Ministerial press briefing organised by his ministry for the Federal Ministry of Works in Abuja.<br/><br /><br/><br /><br/><br /><br/><br /><a id="more" name="more"> </a><br/><br /><br/><br /><br/><br /><br/><br />The Federal Government said at the briefing that it has spent N1.765 trillion on 184 on going projects across the six geo-political zones of the country.<br/><br /><br/><br /><br/><br /><br/><br />Speaking at the briefing during which the Minister of Works, Arc Mike Onolememen, presented his score-card, Maku explained that by 2019, the construction and maintenance of roads will principally be handled by the private sector.<br/><br /><br/><br /><br/><br /><br/><br />He regretted that the insurgency in the North -East had negatively impacted on the development of the nation’s road infrastructure. According to him, most of our roads would have been fixed with the trillions of naira wasted on the war.<br/><br /><br/><br /><br/><br /><br/><br />“Imagine what would have happened if all of the money (said to be trillions of naira) spent in prosecuting the war on Boko Haram had been spent in providing roads throughout the length and breadth of Nigeria,” he said.<br/><br /><br/><br /><br/><br /><br/><br />Maku also suggested that the appropriate authorities should be more proactive in tackling the high rate of encroachment on the right of way by Nigerians.<br/><br /><br/><br /><br/><br /><br/><br />“There is no money that you will get today from the Federal budget that will deliver on these infrastructure,” he explained in an apparent justification of why road construction must change hands.<br/><br /><br/><br /><br/><br /><br/><br />“Everywhere in the world now, or major countries that are strong economic powers like Nigeria, people are not looking for Federal money or government money for road construction. People are returning to the private sector. India, Malaysia – several of those countries – attract billions of dollars for road construction from the private sector.<br/><br /><br/><br /><br/><br /><br/><br />That is what Arc. Mike Onolememen and his team are saying now. Moving forward, after the reform that will create the Federal Highway Authority, the PPP, beginning with the (second Niger bridge) and Lagos- (Ibadan expressway), in the next three, four, five years, I believe that the money that will go into the provision of roads will not come from the government. It will be coming from the private sector,” Maku said.<br/><br /><br/><br /><br/><br /><br/><br />He stated that nipping the encroachment on the right of way in the bud was necessary because once someone had built on the right of way and government wanted to clear the illegal structures and restore order, there would be an outcry from civil society groups, the media and other Nigerians who would drum up sentiments against the action.<br/><br /><br/><br /><br/><br /><br/><br />For that reason, he urged those vested with the authority, to always be alert and stop structures from springing up on any given right of way.<br/><br /><br/><br /><br/><br /><br/><br />Thanking the Works Minister, Mike Onolememen, and his team for the momentous accomplishments recorded by the Ministry, he recalled some of them as the flag-off of the second Niger bridge, the ongoing reconstruction of Apapa-Oshodi expressway and the complete overhaul of the Third Mainland bridge in Lagos.<br/><br /><br/><br /><br/><br /><br/><br />He said in terms of road maintenance, all the major roads in Lagos belonged to the Federal Government and were being maintained on a regular basis, adding that, in this regard, Lagos was enjoying the same treatment given to Abuja. Works Minister in its scorecard, said that based on the aggressive road construction and rehabilitation drive of the present administration, 25,000km of the 35,000km of federal roads are now in good and motorable condition.<br/><br /><br/><br /><br/><br /><br/><br />According to the Minister, by the end of 2013, each geo-political zone in the country witnessed enhanced construction activities, covering a total corridor of 6,500km.<br/><br /><br/><br /><br/><br /><br/><br />Giving the breakdown of the N1.765trillion, the Works Minister stated that while the North central, North East and North West have a total of 65 ongoing projects of 3,461.68km with a an estimated cost of N796bn, South East, South South and South West have a total number of 109 projects of 3,063.60km, costing N767bn.<br/><br /><br/><br /><br/><br /><br/><br />Apart from this, the Minister also noted that his ministry is currently engaged in emergency intervention in some critical highways infrastructure such as the Apapa-Oshodi expressway that provides access to Tin Can Island and Apapa Ports in Lagos State, as well as Access Road to Mosimi Depot in Ogun State.<br/><br /><br/><br /><br/><br /><br/><br />via nigerianeye</div><br /></div>

They go to the mosques on Fridays and Churches on Sundays to bite people, regardless of their religion. We must unite to fight our common enemy.<br/><br /><br/><br />“We can be strong in this country if only we keep ourselves as brothers,” he said.<br/><br /><br/><br /><br/><br /><br/><br />Earlier, Governor Emmanuel Uduaghan of Delta State had commended the cordial relationship between the Muslims and Christian communities in the state, adding that, that was possible through the mutual understanding between the two major religions.<br/><br /><br/><br /><br/><br /><br/><br />He called on Nigerian leaders to accord equal attention to human capital and infrastructure development.<br/><br /><br/><br /><br/><br /><br/><br />He said that although leaders were assessed by the number of roads and other infrastructure provided, governments should pay similar attention to human capital development from pregnancy.<br/><br /><br/><br />He challenged elected leaders to give more attention to pregnant women to ensure smooth delivery of expected young Nigerians.<br/><br /><br/><br /><br/><br /><br/><br />He observed that most programmes of government were not aimed at improving the condition of the poor.<br/><br /><br/><br /><br/><br /><br/><br />“We hardly consider the poor in our programmes. This is to determine their level of culpability; it is not that they have been indicted. They are helping us in the investigation,” Babayemi said.<br/><br /><br/><br /><br/><br /><br/><br />Aderiye, a staunch supporter of the Governor-elect, Mr. Ayo Fayose, was killed on Thursday in Ijigbo area of Ado-Ekiti, the state capital.<br/><br /><br/><br /><br/><br /><br/><br />His death sparked violence across the state on Friday leading to the burning of the house and cars of a former state chairman of the Road Transport Employees Association of Nigeria, Rotimi Olabiwoninu.<br/><br /><br/><br /><br/><br /><br/><br />On Sunday, there was a threat of reprisal by RTEAN members in the state.<br/><br /><br/><br /><br/><br /><br/><br />Meanwhile, the police on Monday held a peace-deal meeting with leading traditional rulers in Ekiti State.<br/><br /><br/><br /><br/><br /><br/><br />They also held a separate meeting with leaders of the RTEAN, NURTW, market men and women, religious leaders, okada riders and other interest groups.<br/><br /><br/><br /><br/><br /><br/><br />Babayemi, who confirmed the meetings, said the essence was to find a lasting solution to the recurring violence in the state.<br/><br /><br/><br /><br/><br /><br/><br />Ekiti State Commissioner of Police, Taiwo Lakanu, appealed to the traditional rulers, led by their chairman, the Onitaji of Itaji, Obama Adamo Babalola, to appeal to their subjects to give peace a chance.<br/><br /><br/><br /><br/><br /><br/><br />He reminded the traditional rulers’ council that Ekiti was greater than anybody.<br/><br /><br/><br /><br/><br /><br/><br />The Assistant Inspector General of Police in charge of Zone 8, Christopher Dega, assured that the police would be unbiased to all parties.<br/><br /><br/><br /><br/><br /><br/><br />He expressed concerns over the recurring violence, which, according to him, is destroying the image of the state.<br/><br /><br/><br /><br/><br /><br/><br />Other traditional rulers at the meeting were the Ajero of Ijero, Adebayo Adewole; Oose of Efan-Ekiti, James Popoola; Owaoye of Okemesi, M.G. Adedeji; Alara of Aramoko, Olu Adegoke Adeyemi; Olooye of Oye Kingdom, Oluwole Ademolaju; and Onisan of Isan, Sunday Ajiboye.<br/><br /><br/><br /><br/><br /><br/><br />A source at the meeting said the traditional rulers agreed to work with the police to achieve peace in the state.<br/><br /><br/><br /><br/><br /><br/><br />The council also asked that the mandate of the people should be respected and not be subverted by manipulation, the source added.<br/><br /><br/><br /><br/><br /><br/><br />The source also said the traditional rulers appealed to aggrieved parties in court to follow the natural cause of justice without any rancour. At that time, all the challenges the Lagos State Government is having on that road will be a thing of the past because we will construct that road.”<br/><br /><br/><br /><br/><br /><br/><br />The minister directed Julius Berger to complete rehabilitation of the Apapa/Oshodi Expressway in the next eight weeks, noting, “take remedial works into consideration; three months is too far and would be chaotic, considering the ember months. Maybe, you should look for ways to get less construction time. Let us see if we can terminate the emergency works by November.”<br/><br /><br/><br /><br/><br /><br/><br />While inspecting the road, the minister said that rigid pavement was being used to reconstruct the road to cater for new load capacity which was not envisaged when the road was built in the 1970s. He said that the Federal Government decided to take drastic measures to rehabilitate the road due to public outcry, following perennial gridlock on the road in June and July.<br/><br /><br/><br /><br/><br /><br/><br />He said the completion of a trailer park in Lagos was important as it would accommodate about 500 trucks and decongest the highway.<br/><br /><br/><br /><br/><br /><br/><br />“Given the clemency of weather, Julius Berger should be able to finish emergency repairs in another eight weeks. The new design takes cognizance of heavy traffic, rigid pavement would be used to fight the menace of surface and underground water prevalence on the road,“ he said.<br/><br /><br/><br /><br/><br /><br/><br />The Lagos State Government embarked on expansion of the Lagos-Badagry Road from four to 10 lanes in April, 2009. <div xmlns='http://www.w3.org/1999/xhtml'><div xmlns='http://ift.tt/lH0Osb'><br/><br /><br/><br /><div class='separator' style='clear: both; text-align: center;'><a href="http://ift.tt/1ooKY0e" imageanchor="1" style="margin-left: 1em; margin-right: 1em;"><img border="0" height="212" src="http://ift.tt/1ooKY0e" width="400"/> </a> </div><br /><br/><br /><br/><br /><br/><br />The Inspector-General of Police, Mr. Mohammed Abubakar, raised the alarm on Tuesday that a possible major crisis might be looming in the Force if the Federal Government did not reverse its decision to cut the personnel budget for officers and men in the 2014 budget.<br/><br /><br/><br /><a id="more" name="more"> </a><br/><br /><br/><br /><br/><br /><br/><br />Abubakar had appeared before the House Committee on Police Affairs to defend the budget of the police, but the session turned into lamentation over the challenging work conditions of policemen in the country.<br/><br /><br/><br /><br/><br /><br/><br />Chairman of the committee, Mr. Usman Kurmo, confirmed the IG’s worries when he said the salary budget cut was about N13bn.<br/><br /><br/><br /><br/><br /><br/><br />“As a committee, we have done a calculation on what the IG is saying; the money is about N13bn.<br/><br /><br/><br /><br/><br /><br/><br />“That is the much that was reduced in the personnel cost of the police force in the budget,” he stated.<br/><br /><br/><br /><br/><br /><br/><br />Kurmo said as of 2013, the personnel cost of the police was N293.5bn, but added that it went down to N279bn in the 2014 budget.<br/><br /><br/><br /><br/><br /><br/><br />He noted that the slash was surprising since there were no large-scale retrenchment or retirement by the police in the last one year that could lead to a reduction of N13bn from their salary budget.<br/><br /><br/><br /><br/><br /><br/><br />The IG appealed to the committee to look into the matter urgently by resolving it before it would begin to affect the salaries and allowances of men and officers of the force.<br/><br /><br/><br /><br/><br /><br/><br />Abubakar said, “Mr. Chairman, this is a serious shortfall. Very soon, it means that we will not be able to pay salaries.<br/><br /><br/><br /><br/><br /><br/><br />“I urge the committee to address this in order to avoid a likely crisis; this has to do with the welfare of our personnel.”<br/><br /><br/><br /><br/><br /><br/><br />Responding, Kurmo said he had already met with the matter with the Director-General of the Budget Office of the Federation, Dr. Bright Okogu, who assured him that the issue would be sorted out.<br/><br /><br/><br /><br/><br /><br/><br />He said Okogu had explained that the office started an integrated salary payment system across all agencies since 2013, resulting in cuts for many of them.<br/><br /><br/><br /><br/><br /><br/><br />The DG was said to have stated that his office found out that “what is provided for the police will be enough for the personnel cost.”<br/><br /><br/><br /><br/><br /><br/><br />However, he was said to have added that in the event of a shortfall, the gap would be filled with money drawn from Service Wide vote.<br/><br /><br/><br /><br/><br /><br/><br />Speaking on funding for police operations generally, the IG told the lawmakers that the overheads cost had been dropping since 2009.<br/><br /><br/><br /><br/><br /><br/><br />Giving a year by year report, he said the overhead cost was N10.8bn in 2009; N15.6bn in 2010; N5.5bn in 2011; N8.1bn in 2012; N7.6bn in 2013 and N6bn in 2014.<br/><br /><br/><br /><br/><br /><br/><br />Abubakar expressed concern that at a time the police were over-stretched by insecurity, government was consistently underfunding their operations.<br/><br /><br/><br /><br/><br /><br/><br />For example, he said the N6bn voted for personnel cost could not cover the cost of fuelling the 10,232 police vehicles scattered all over the country<br/><br /><br/><br /><br/><br /><br/><br />The committee resolved that one way of addressing the funding problem of the police was to prioritise the expenditure of the force so that more money could be moved to areas of importance.<br/><br /><br/><br /><br/><br /><br/><br />“If we are really serious about transforming this country, then we must first transform the security agencies,” he added.<br/><br /><br/><br /><br/><br /><br/><br />Meanwhile, the Chairman of the Independent Corrupt Practices and other Related Offences Commission, Mr Ekpo Nta, disclosed that the commission arrested a junior member of staff of the National Pension Commission with 50 bank accounts.<br/><br /><br/><br /><br/><br /><br/><br />He told the House Committee on Anti-Corruption, National Ethics and Values that the officer operated the accounts with 50 different names and signatures.<br/><br /><br/><br /><br/><br /><br/><br />via nigerianeye</div><br /></div>
