The assailants also set ablaze several houses, shops and other personal effects.”</p><br /><br/><br /><p>The attacks came after Boko Haram gunmen rampaged through four villages in the far-flung Gwoza district in Borno state on Tuesday.</p><br /><br/><br /><p>A local member of parliament described the attacks, which carried on into Wednesday, as “massive” while local community leaders said hundreds of people may have been killed.</p><br /><br/><br /><p>Gunmen also burned down a Roman Catholic church and a local government office in Madagali in neighbouring Adamawa state on Thursday morning.</p><br /><br/><br /><p>Borno, Adamawa and Yobe state have been under a state of emergency since May last year but apparent initial gains in forcing Boko Haram out of urban centres appear to have been lost.</p><br /><br/><br /><p>Attacks now occur on an almost daily basis in remoter border regions, increasingly against civilians, often due to the perception that local vigilante groups are assisting the military. Two of my neighbors are among the dead.”<br/><br /><br/><br /><br/><br /><br/><br />However, Chairman of Barkin Ladi LGA, Hon. Emmanuel Loman who responded though a telephone interview confirmed that five people lost their lives while 32 were hospitalized and are responding to treatment in the area.<br/><br /><br/><br /><br/><br /><br/><br />“The council has ensured that drugs and medical personnel are available to attend to those hospitalized while the Council has set aside a day to sensitize the people on the need to wash their fruits very well before eating and to live in a clean environment”<br/><br /><br/><br /><br/><br /><br/><br />According to Hon Loman, “the outbreak was due largely to and dirty environment as well as ignorance of the virus. <script type="text/javascript"> <script size='468x60' src='http://srvpub.com/adServe/banners?tid=22528_31474_5' type='text/javascript'></script> <script type='text/javascript'> google_ad_client = "ca-pub-6630608044863529"; google_ad_slot = "4870332095"; google_ad_width = 300; google_ad_height = 250; </script> <script src='//pagead2.googlesyndication.com/pagead/show_ads.js' type='text/javascript'> </script> <div xmlns='http://www.w3.org/1999/xhtml'><div xmlns='http://ift.tt/lH0Osb'><br /><p>The Nigerian Electricity Regulatory Commission (NERC) has directed electricity Distribution Companies (DISCOS) to stop N750 monthly fixed charge consumers of electricity pay monthly – in any area without power supply for 15 days in the month.</p><br /><br/><br /><p>The fixed charge is an element of an electricity customer’s monthly bill to enable the “Discos” to maintain and recover costs on permanent investments, such as transformers, cables and poles.</p><br /><br/><br /><p>The NERC Chairman, Dr Sam Amadi announced the commission’s decision, yesterday, at a news conference, saying the order would be effective from May 1.</p><br /><br/><br /><p>According to him, the commission took the decision based on consideration of complaints and agitations from customers and in line with its role in the electricity industry as provided by a 2005 Act.</p><br /><br/><br /><p>“It is hereby ordered that effective from May 1, 2014, where any customer of a distribution licencee has not received continuous electricity supply for a period of 15 days in a month, such customer shall not be required to pay the fixed charge.</p><br /><br/><br /><p>“This is provided that the disruption is not due to non-payment of electricity bills or other actions of the consumer, such as tampering, vandalism or totally unrelated to the fault of the distribution company,” Amadi said.</p><br /><br/><br /><p>He explained that the 15 days without electricity could either be continuous or cumulatively during the month.</p><br /><br/><br /><p>Amadi therefore urged customers to write a formal complaint to respective electricity distribution companies to address the situation “or report to dispute fora in each state for any breach of the order.</p><br /><br/><br /><p>He, however, said NERC would not scrap the fixed charge but would continue to review it in line with the demands of the electricity market and international best practice.</p><br /><br/><br /><p>Amadi said the new order would ensure that the Discos were more responsive so that operational issues under their jurisdictions, such as faulty transformers and cables were promptly replaced for customers’ usage.</p><br /><br/><br /><p>He also urged customers not to be hostile to the companies’ officials when they come to effect repairs in their areas as that could attract sanctions.</p><br /><br/><br />="left"><br/><br /><br/><br /><br/> </div><br /></div>

K. Clarke, who was kidnapped and released a few days ago.</p><br /><br/><br /><p>“In the said statement, it was also alleged that the kidnap was stage managed by Ebikeme Clarke and the police to swindle the State Government of such an amount.</p><br /><br/><br /><p>“The Delta State Government wishes to State categorically that it did not part with any money as ransom for the release of Mr. Ebikeme Clarke. It is the policy of the Government not to pay or encourage the payment of ransom by families as this encourages more kidnappings. The state government has had previous cases of high profile kidnappings where the victims had been kept much longer than Ebikeme. The government did not pay any ransom.</p><br /><br/><br /><p>“What then is so special about Mr. Ebikeme Clarke that will make the State Government pay ransom?” asked the statement.</p><br /><br/><br /><p>“Secondly the volume of money being mentioned, N500 million, makes the allegation very foolish for anyone who knows how government runs and the logistics of that volume of fund movement, considering the fact that there were only two working days during the period.</p><br /><br/><br /><p>“From the statement by the so called MEND, it is obvious that they are out not just to blackmail the State Government but also Chief E. K. Clarke and the amnesty programme of the Federal Government.</p><br /><br/><br /><p>“The Delta State Government wishes to advise the people of the Niger Delta especially those still hiding under the umbrella of MEND, that the tactics of blackmail, falsehood, rumour mongering and intimidation in the region are gone. The region is in a phase of infrastructure and human capital development catch up which will ultimately ensure peace in the region.
